Malevolent the Third, also known as the Pithy, was a former Dread Emperor of Praes. He reigned for ten years during which he put down a goblin rebellion (number unknown) and tried to make the Empire into a naval power. In response, Ashur sailed into Thalassina, burned his fleet and the survivors defected into piracy, hiding in the Tideless Isles. This is still a problem for the Empire’s merchant shipping.^[2]
